Stephen Emmanuel has a wide-ranging practice that includes both administrative and civil litigation and appeals. He is experienced in many types of administrative litigation, including but not limited to, bid protests, certificate of need cases, and rule challenges. He also has substantial experience in general civil litigation and in handling constitutional law issues at both the trial and appellate levels.
